Virginia Transportation Board Approves $18.6 Billion Six-Year Improvement Program
Virginia’s Commonwealth Transportation Board (CTB) has approved the most recent Six-Year Improvement Program for the Virginia Department of Transportation (VDOT) and the Department of Rail and Public Transportation.


The program will allocate $18.6 billion to transportation projects for six fiscal years beginning July 1. VDOT reports the program will fund more than 3,600 transportation projects.

The program allocates $15.2 billion to highway construction, broken out by the following categories:

  • $1.1 billion – State of Good Repair

  • $2.1 billion – SMART SCALE

  • $0.7 billion – Legacy Programs

  • $3.4 billion – Specialized Programs

  • $1.2 billion – Revenue Sharing

  • $1.6 billion – Maintenance

  • $0.1 billion – Research and Planning

  • $3.9 billion – Public-Private Partnerships

  • $1.1 billion – Local and Regional Funding


Rail and public transportation receives $3.4 billion, with $2.6 billion set aside for public transportation projects and $817 million for rail initiatives.

VDOT’s annual budget for FY 2018 is $5.4 billion, a. 1-percent increase from FY 2017. The agency reports that the increase is from more project participation contributions from regional entities and localities, and offsets a reduction in state revenue and lower use of bond proceeds. If there had been no project contributions, the budget would have been $315 million lower.

Highway maintenance and operations represents 35 percent of the budget and highway construction makes up 31 percent.

Specific budget area amounts include:

  • $356 million – Debt Service

  • $2.13 billion – Road maintenance and operations (includes city and county street payments)

  • $548.6 million – Support to other agencies, tolls, administration and other programs

  • $1.87 billion – Construction

  • $492.5 million – Funding dedicated to Northern Virginia and Hampton Roads Regions for local and regional transportation projects
