Veteran mobility and safety leader to guide IBTTA through a new era of technology, infrastructure funding, and global collaboration
WASHINGTON – The International Bridge, Tunnel and Turnpike Association (IBTTA), the worldwide association for owners and operators of toll facilities and the businesses that serve them, today announced the appointment of Mark Chung as its new executive director and CEO, effective Dec. 10, 2025.
Bringing a Proven Record of Mobility, Safety and Global Leadership to IBTTA
Chung brings more than two decades of leadership experience across the mobility, transportation, automotive, and technology sectors. He was most recently in senior roles at the National Safety Council and SAE International, with prior leadership experience across the automotive and mobility industries. His career includes guiding organizations through industry change, expanding global revenue portfolios, building high-performing teams, and advancing mobility solutions rooted in safety, technology, and workforce development.

As we launch our five-year strategic plan to drive investment, impact, and influence, Mark’s leadership will be instrumental in helping IBTTA tackle these challenges and move our global community forward.”
Driving Emerging Technology and National Roadway Safety Leadership
Chung most recently served as executive vice president of safety leadership and advocacy at NSC, where he led safety initiatives across mobility, workplace and community environments. He oversaw the 1,500-member Road to Zero Coalition and directed teams focused on research, policy advocacy and systems-based safety practices. His work also included advancing emerging technologies—such as artificial intelligence, autonomous driving and human-machine interaction—and helping organizations adopt tools to reduce injuries and fatalities. He previously served as vice president of the roadway practice area.
Chung’s tenure at SAE International included serving as chief marketing officer and general manager, where he led global transformation efforts across the automotive, aerospace, and commercial vehicle sectors. As general manager for Europe and Asia, he executed regional strategies that increased global revenue 25% in three years.

Advancing IBTTA’s Five-Year Strategic Plan
Chung’s appointment comes as transportation agencies worldwide face both significant pressures and new possibilities. Aging assets need modernization, fuel-tax revenues are declining, technology is advancing at record speed and expectations for safer, more reliable mobility continue to rise. IBTTA’s five-year strategic plan, formalized under the leadership of 2025 IBTTA President James Hofmann, positions the association to meet these realities directly—through global collaboration, digital transformation, workforce development, advocacy and user-based finance and funding solutions.
Under Chung’s leadership, IBTTA will deepen its work with international operators, policy leaders, and industry innovators, establishing global partnerships to shape the next generation of mobility and ensure tolling and road pricing are actively harnessed in delivering safe, financially stable and future-ready transportation systems.
