FHWA Proposed Rulemaking Would Give States ‘Greater Flexibility’ to use Proprietary or Patented Materials
The Federal Highway Administration issued a notice of proposed rulemaking on Nov. 14 that it said will provide “greater flexibility” to state agencies to use “proprietary or patented materials” in Federal-aid projects. [Photo by Utah DOT.] Currently, FHWA requires that states wanting to use a specific proprietary or patented material in a project using federal funds verify that the item was secured through a competitive bid; that there isn’t another product that does exactly what the propr...
GAO Issues Reports on Railroad Grade Crossing Programs, Inland Waterway Funding
The Government Accountability Office issued two transportation-related reports in early November; one that called for “greater flexibility” in federal funding provided to the states for railroad grade crossing safety measures, with the other recommending that the U.S. Army Corps of Engineers develop a way to measure the cost of “deferred maintenance” for inland waterways so it can more efficiently use available funding for waterway construction needs. NTSB Finds Design Errors in Collapsed FIU Bridge
Designers overestimated the strength of a critical section of a Florida International University pedestrian bridge that collapsed, killing six people, and they underestimated the load on that same section, federal investigators reported Thursday. Cracks that were observed in the bridge before it collapsed were consistent with those design errors, their report says. However, the investigation continues, and the National Transportation Safety Board did not blame those errors for the March 15 c...
FHWA Poised to Act on Century-Old Barrier to Transportation Project Innovation
The Federal Highway Administration (FHWA) Nov. 14 said it would amend or repeal a century-old regulation related to the development and deployment of new products on U.S. transportation projects. The agency's move comes in response to a March 27 filing from the Washington, D.C.-based American Road & Transportation Builders Association (ARTBA), which noted the Woodrow Wilson administration era-rule is today impeding innovations that could save lives, minimize congestion, or otherwise improve t...

Arizona DOT Adopting a ‘Value Engineering’ Philosophy for Transportation Projects
A new process called “value engineering” is being deployed by the Arizona Department of Transportation to help reduce project costs, shorten delivery times, or both. And a project that aims to replace the decking on Interstate 17 bridges at Willard Springs Road south of Flagstaff highlights the benefits of that philosophy. [Above photo by Arizona DOT.] The Arizona DOT said that instead of replacing that decking over the course of two summers – with the project ending well into 2019 – the “...
FiberSPAN FRP Vehicle Deck Helps Historic Bridge Reopen To Traffic
DAYTON, Ohio - The infrastructure industry has adopted FiberSPAN fiber reinforced polymer (FRP) as the go-to material for rehabilitation and repair of historic bridges like County Bridge 231 [Peevy Road Bridge]. The Montgomery County, Pennyslvania structure was built in 1880 by Columbia Bridge Works in Dayton, Ohio. David Morrison’s prescient Pratt truss design employed pairs of small rolled I-beams held together by square blocks placed between the sets. In 2016, rusted steel brought the 102-...
